So then tongues are for a sign , not to those who believe but to the unbelievers ; but prophecy is for a sign not to the unbelievers but to those who believe 22這樣，方言不是給信的人作表記，乃是給不信的人；但申言不是給不信的人作表記，乃是給信的人。
